I want my grandparents rights enforced.

My daughter has been on the run for going on a year so my granddaughter was placed with her father who at first I thought was taking care of her now I believe him to be on drugs and hardly home at all ...he doesn't let me see her...we are very close she's told me hes never home and when he is he just yells and is drunk or high.. I need help getting visitation if not getting her for good her brother lives with me and I foster one other child ..she would be so much more takin care of here
